Launched in July 2009, the Chief Minister Comprehensive Health Insurance Scheme was earlier called ‘Kalaignar Kapitu Thittam’ in Tamil Nadu. The primary objective is to offer high-quality healthcare to eligible individuals through the government of Tamil Nadu and private hospitals in the state that have been approved for participation in the scheme. By doing so, the aim is to alleviate financial burdens for enrolled families and move closer to achieving universal health coverage by establishing effective connections with the public health system.

The primary focus of the scheme is to facilitate cashless hospitalization for specific ailments and procedures. The scheme offers cover of up to Rs. 5,00,000/- per family, per year, on a floater basis for the medical conditions and procedures included in the scheme. With extensive coverage, the scheme strives to ensure that vulnerable segments of society have access to adequate healthcare without facing financial distress. Moreover, it serves as a catalyst in promoting equitable access to high-quality medical care for all individuals in need.

From January 2022 to 2027, the implementation of the scheme has been entrusted to United India Insurance Company. As of January 2022, approximately 1.37 crore families in Tamil Nadu are covered by the scheme. It encompasses a comprehensive list of 1090 procedures, 8 follow-up procedures, and 52 diagnostic procedures that can be availed in 800 government hospitals and 900 private hospitals that have been enlisted as part of the scheme.

To apply for this process, you need to submit certain documents offline. These documents include an income certificate from the Village Administrative Officer or Revenue authorities, your original and photocopy of the Ration Card, a self-declaration from the head of your family, proof of identity, an address proof, and optionally, an Aadhar card and PAN card.

The Chief Minister Comprehensive Health Insurance Scheme provides coverage for follow-up treatments, diagnostic procedures, and multiple treatments, reducing the financial burden on beneficiaries. It offers extensive coverage for medical emergencies, making high-end medical treatments more accessible and affordable for families. The scheme also has a large network of hospitals, ensuring beneficiaries can access healthcare services even in remote areas. 

With a sum insured of up to Rs. 5 lakhs per family, adequate financial support is enabled for most minor healthcare treatments, benefitting BPL families who struggle with healthcare expenses.

The benefits of the Chief Minister’s Comprehensive Health Insurance Scheme are for those who are residing in Tamil Nadu, as long as they fulfil the specific eligibility requirements. In order to avail of the advantages offered by this scheme, it is imperative for the applicant's name to be listed on the family card, and their family's annual income should not exceed Rs.1,20,000/- per annum.

According to this program, the concept of family encompasses not only the eligible member, but also their legally married partner, their offspring, and their parents who rely on them for support. By ensuring that these individuals fulfill the required qualifications, they are able to avail themselves of the scheme's advantages and obtain the best healthcare services without having to bear any financial burden.

This scheme is not available to the following segments:

  • Non-residents of Tamil Nadu

  • Individuals with an annual income above Rs.72,000/-

  • Members not listed in the family's ration card

  • Non-Sri Lankan refugees without proof of citizenship

  • Migrants from other Indian states without migration certificates

  • Orphans 

  • Rescued girl children without affiliation to any registered/unregistered organisation
